Options file not loaded/stored correctly if PCGen is installed into program files directory

Description

If PCGen 6.0.0.0RC is installed into the program files directory (e.g. c:\Program Files(x86)\PCGen), the options file is neither loaded nor stored correctly, independent from the choice made at startup (i.e. program files directory, home directory etc.). Also, it does not load an old options file from PCGen 5.6.14 correctly (e.g. I set the language to English, but PCgen displays - partly - in German). The options-Directory-Dialog will open on every startup.
This behaviour does not occur if PCGen is installed into AppData\Local

This is expected if you install into a protected location. To make changes you will need to run PCGen as an administrator.

The default install location offered to new users is the Appdata directory.

I'm not sure if I share that thought. My expectation was that the program is stored in the shared location, but my (personal) options file is placed in the AppData-directory. But then, I can live with the decision.

PCGen is a bit different to a standard program and there are times you may need to update the shipped data. Hence we strongly recommend you install into the AppData locations.
