Armor & Shield non-proficiency penalties

Description

Looks like we want a way to encode the penalties for using Armor or Shields for which you are not proficient from the gameMode files. Currently these
are done via bonuses tags in the equipment if they are done at all.

The SHIELDPROF implementation now does a lot more of this, along with internal code that applies ACHECK to attacks if non-proficient. I don't believe we have that defined in data (GameMode) as being the case, and that may be something we wish to do in the future for more flexibility.
