When installing PCGen 6.00 and 6.01 on Windows machines that have not had PCGen on them before, the “Directory for options.ini location” window opens up with the radio button pre-selected for “Home Dir: This is your home directory”, presumably making it the “default” directory even though the first choice on the list, “PCGen Dir: This is the directory that PCGen is installed into (default)”, indicates it is the default directory location.
(I actually prefer it the way it is now, with the options.ini file not in the PCGen Dir, since it seems more likely that my options will be preserved from one installation to the next.)
