On level 1 character, I am able to use a human's favored class bonus to add an additional skill rank to an already maxed (1 at level 1) skill Rank. Per the rules this should not be allowed. I've noticed that I've been able to do this on previous builds and thought this was correct, but apparently not.
favored class bonus skill rank was added to Perform (Dance) which not sits at 2 skill ranks at level one.

Will that be a Qualifier for CHOOSE:SKILL James? I'd like to see that. It will need to be aware of
Ranks from BONUS:SKILLRANK as well.

I would recommend adding a "special value" to the existing RANKS= qualifier... this would allow something like:
CHOOSE:SKILL|!RANKS=MAXRANK
!RANKS=x already works, but x has to be an integer. This would add "MAXRANK" as a keyword to look up the maximum possible rank of a skill.
That looks reasonable to me.
