Headbands aren't supposed to change the number of ranks per level. Instead they grant TL ranks in one skill. I don't think there's anything broken here.
Hm, is this true for 3.5e as well? I can't recall.
If no int boosting items alter skill ranks in any of the systems, then we can close this.
In 3.5 you do not get additional skill points from the headband of intelligence.
In Pathfinder, you kind of do, but they are allocated to a fixed skill associated with the headband (or rather 1 skill for a +2 headband, 2 skills for +4, and 3 skills for +6). In PCGen you can choose these skills on the Abilities/Misc tab once the headband is equipped; these skills will then always be filled with the maximum skill ranks, regardless of what the character had previously spent on the skiils.
