After character is closed and new one created, previously checked on "Allow Debt" has to be rechecked off and on to function

When I have the "Allow Debt" box checked on the Purchase tab, close a character, and then create a new character, the Allow Debt button is still checked. However, when I try to purchase something for this new character, I get the can't afford it message. To correct this, I have to toggle the box off and on again. Can this be fixed?
