Racial bonus are reapplied on each level up (and on other changes)

Description

I don't really know how to describe this bug in great detail. I'll be attaching my save for purposes of helping out, and I'll still explain what's happening.

I have a character who just leveled to 13 and I went to level him up using PCGen as it is what I use for character management. He was at this point 11 levels straight in Magus and then one level into Warder. I just leveled up again for 12 levels in magus and for some reason it raised my dex, con and int by a lot and also lowered my cha and I'm not sure why it did so. To recreate the error just load my character and level him once more in magus and that should do it.

The QUALITY tracker got mixed up here because I mistakenly typed 3045 in the commit message, when it should have been 3049. That tracker was moved to afterwards.

This tracker was 's fix, I think

Not a perfect solution, but will have to revisit with another patch to fix the UI glitch
