FACT tokens do not overwrite or clear with .MOD or .CLEAR

I made a set of deities for one book, then I had another book that modifies them. However, it seems that the tokens are not overwriting, even though the new source has a later date. The actual deity is not being overwritten, just changed with a .MOD in the new .lst file.

For example, just making a new FACT:Symbol only uses the old one, and trying to use FACT:Symbol|.CLEAR does nothing.

FACTSET has a similar problem. According to wiki.pcgen.org, using FACTantheon|.CLEARALL should remove all data related to the FACTSETantheon, but instead it actually adds a .CLEARALL to the list. Of course, simply adding a new FACTSETantheon|x just adds that to list, as it probably should.
