We had a complaint, and several people reproduced this. Apparently, when rolling up a character using the "standard" (4d6, drop lowest) method of character creation, the numbers are amazingly low! Three "4's" in a single set with a high of "12", 20 sets with TOTALMODS ranging from +3 to -16 (3,7,9,4,4,5), and so on
It appears the code is actually rolling 4d6 and dropping the highest.
