Open character does nothing when preferences point to invalid path

Installed latest branch via arch (pcgen-git)

UI shows nothing when clicking the open button, but if I launch from commandline I see a Java/Swing error

Default preferences point to userhomedirectory/characters for pcgen character files, which did/does not exist on my system. I changed the preferences to point to a real directory and I can then open characters, but when the directory doesn't exist there is no visual indication, and no selection box to choose alternate paths.

Default preferences actually point to wherever you choose for options.ini location.

If we create the folder that is expected to exist when opening characters then the open dialog functions as expected without tossing an error about non existing folder.

If the folder already exists, nothing changes.

Tested this locally with a prerelease gradle and it seems to function as I wanted it to.
