PF Bestiary III monsters getting one less feat than they should

Description

I've tested a number of different monsters in Bestiary III (adlet, flumph, flying squirrel, several of the divs, wolf-in-sheep's clothing, etc), and it appears that they're getting one less feat than they should. Since I tested a couple of the 1 or 2 hit dice creatures, it seems like the initial feat granted to a creature is not being given in PC Gen.

This problem doesn't seem to be affecting the 0 HD races (who receive their first level by class). And of course the unintelligent monsters don't receive feats anyway, so they're unaffected by it as well.

I can confirm this issue: most creatures in the B3 dataset are missing their STARTFEAT:1 entry.

Seems to mostly work, but mindless oozes are now getting a bonus feat when they shouldn't. Should I make a new Jira for the ooze issue?

Mindless oozes eh? No, that means I need to fix it. Bulk entry by racetype can do that. I excluded the Vermin and Constructs. But oozes, well, just have to search those out.
