MSRD Skills Allocation is not correct - Human doesn't need adjustment

Discussion raised on ListFileHelp regarding the Skill Points being off.

Per the Discussion, the Classes already factor in the Human Bonus.

After reviewing the Classes in our docs this is an invalid issue.
