The 2nd level Operative Exploit "Jack of All Trades" isn't causing all untrained skills to appear on the character tab, nor is it causing twice the Operative's Edge bonus to be added to skills with no ranks.
SF Core Rulebook, Page 95: Jack of All Trades: You’ve learned how to handle any situation. You can use all skills untrained, and you double your operative’s edge bonus when using a skill in which you have no ranks.
At 2nd level, Operative's Edge is +1.

It sounds like there are 2 parts.
1. code issue to make all the skills show up in the skill list even if they are untrained. This will require a new data element, a VAR of some sort, that will indicate that the skill list should include all skills, not just the ones with ranks in them or the ones that can be used untrained.
2. data issue to add the OperativeEdge bonus to all skills that have no ranks in them.
Does that sum it up?
If I may, I'd like to point out that Jack of All Trades adds twice the OperativeEdge bonus to untrained skills, and allows trained only skills to be used untrained. If a rank is put into a previously untrained skill, the OperativeEdge bonus should be reduced to applied once, instead of applied twice.
Yes, Bryan. Tom was working on a plan for the skills and knowing when they should be visible or not based upon where the person is viewing them from. He gave an illustration of a house and looking through windows or some such.
If ever gets Skills moved to the new formula system, then it would be a simple flag for the bonus, akin to an if statement, like this -> if(RANK>0,0,BonusValue). Probably could make it a universal MODIFYOTHER:SKILL|GROUP=Untrained|ALL|ADD|if(RANK>0,0,SomeBonus)
We really do need a toggle on the visible though...
