Character encoding/character-set extended ascii display error

Description

Character names with extended ascii/unicode characters are displayed incorrectly in the output sheets. EG( /U0103 is displayed as a null control character) This only appears to effect the character sheets, be they a preview or output, as the tab(which is named the same as the character) displays the character as typed.

The problem lies with the PDF conversion library Apache FOP. We are using an ancient version which apparently doe snto handle UTF-8 properly thus causing the errors in the PDF output. I have confirmed that the html sheets work fine in 5.17.11
