Loop Checks/Saves - move away from hardcoded d20 in base.xml.ftl

Description

Checks/Saves are not looped, but instead are hardcoded. Feature request to implement proper looping so the gamemode supplied names are used automatically and move away from hardcoded sheets.

saving_throw block converted to loop through the saves.

The shortname and ability remain hard coded as there are no tokens to retrieve these values, and shortname is not defined in data. If non d20 saves are used then shortname will default to the first 4 characters fo the saving throw name and ability will be present but empty (i.e. <ability></ability> )
