Code Incomplete for CR "Scarlet and blue Sphere Ioun Stone"

The code for the Scarlet and blue Sphere Ioun Stone (cr_equip_magic_items.lst, line 233) needs some code added to it to account for the item’s effect on skill ranks.
Note how the code for the headband of vast intelligence (lines 205-207) include the tag BONUS:ABILITYPOOL|Headband of Intellect Skill Choice|n . Something like that should be added for this ioun stone.
